Enlighten offer bleaching light buyback

In a bid to help dental practices meet the new tooth whitening Directive, which is now in force as of today, Enlighten, as part of their Bleaching Light Buyback Programme, is offering to buy back bleaching lights from dentists.
Now that it is November 1st, European law dictates that dentists across the UK can no longer supply tooth whitening products, which release or contain more than 6% hydrogen peroxide (18% carbamide peroxide). However, as a result, there may be numerous practices that still have bleaching lights on the premises, which cannot be legally used. Bleaching Light Buyback Programme If this is a dilemma you face, you can send your floor-standing bleaching lamps to Enlighten, in exchange for £200 credit towards Enlighten Whitening Kits. Alternatively, if you prefer, Enlighten will happily make a £75 donation to the Bridge2Aid charity. Dr Payman Langroudi, clinical director at Enlighten Smiles, said, “It has taken 12 years to get the law changed, but, today, UK dentists can finally catch up with colleagues all over the world, to legally provide the most conservative and safest cosmetic treatment of them all. “It’s important that we, as a profession, now abide by this new Directive and provide tooth whitening using the safest products to treat our patients, namely products that release or contain up to 6% hydrogen peroxide (18% carbamide peroxide). “As many higher concentration systems, which use bleaching lights, are now illegal, Enlighten will buy back these lamps to help practices ensure they don’t fall foul of the new legislation. “A word of advice: Even if products containing or releasing more than 6% hydrogen peroxide (18% carbamide peroxide) are sold to you as a medical device, please be aware that all teeth whitening products fall under the Cosmetics Directive and not the Medical Devices Directive (MHRA).” Enlighten also offer to collect the old light from your practice for disposal. Chip your lamp?
I agree with you Julian so would dentists rather chip their redundant lamps to give them control to use 3 other major suppliers of chairside whitening? What do you think are the pros and cons of a service like http://www.zoom2chip.com ?Bleaching regulation changes from 31st October

My concern is around the interpretation of 'supply'. If a dentist intends to use the higher percentages for 'in-surgery' whitening, then these products are not being supplied to patients outside a controlled environment & usage.
If this is correct, then the use of higher % hydrogen peroxides, etc and light is still legal in the dental surgery, so why the ' Enlighten Buy-Back campaign'?
Or have I mis interpreted the ruling here?
