Bill Moyes was a Civil Servant from 1974 until 1996, where he held a variety of posts in the fast stream and senior civil service including: Member of the Economic Secretariat in the Cabinet Office between 1980 and 1983, and Director of Strategy and Performance Management: Management Executive of the NHS in Scotland (1990-1994).
He was seconded to the British Linen Bank (a wholly-owned subsidiary of the Bank of Scotland) in 1994, establishing their PFI advisory and equity investment team, which focused on large deals mainly in health. He was Director of the British Linen Bank (1996) and Head of the Infrastructure Investments Department: Bank of Scotland (1998-2000).
He was also Executive Chairman of the Independent Regulator of NHS Foundation Trusts ('Monitor') from 2004-2010 and Director-General of the British Retail Consortium (2000 to 2003).
The GDC’s current chair Kevin O’Brien, the GDC’s current Chair, welcomed the appointment saying his ‘wide experience, including that of healthcare regulation will be of great benefit to the GDC in meeting the challenges and changes ahead and continuing with our improvement programme.’
Over the next two months Mr Moyes will be involved in the selection of the GDC’s eleven other Council members. Those appointed will be announced in July 2013 and the new Council will start its term of office on 1 October 2013.
